Kay, I believe that, since you are using a hotmail account, which is no longer free and has not been for the last two years, it won't let you install it on another computer.
It is also very possible that they may have change one or more settings in the configuration.
nothing like gmail for outlook express, to be honest.
So, for the time being you may have to access it from their more than annoying webpage.

Okay here’s how you make it work.
Hotmail is still free, but you must add it exactly or it doesn’t download your messages. There are 2 or three ways to make it work, but I’ll only explain one. If it doesn’t work say and I’ll explain the next. If still not as always I’ll help you using Skype or the phone. I don’t know your troubles exactly, so here goes.
Start fresh by deleting the profile. If you only have one skip this step, because it won’t delete.
Click on tools. Under tools click on accounts. Now tab down tell you hear add and click it.
Now choose mail.
Type in your display name. This is the name you want on your email example Forereel. Tab once to next.
Type in your complete email address example forereel@hotmail.com
Tab to next.
Now it ask you what your incoming mail server is. Skip all this by tabbing down 5 time tell you hear my incoming mail server is and choose http in the combo box using arrow keys. Tab once and you‘ll hear my http server provider is choose hotmail using the arrow keys, or MSN.
Tab to next.
Now it ask if your server provider ask you to use secure password do not check this box. In the screen you have to retype the complete email address in the account name box, tab retype your password. Tab through these, so after you type your password skip to next making sure that secure password gbox is not checked.
Now click finished. Close the Express reopen it and follow instructions to add download your folders if it doesn’t ask you this after you hit finished.
Let me know.

A profile is your settings on a computer. You can settup several using Windows XP.
Now if we're talking about Outlook Express my terminology is off some and it be called identities.
